Stiffer Punishments for CHILD ABUSERS

The laws are set up to protect the perpetrators rather than the victim. Abuse of children is only the rise and ridiculous penalty is handed out to perpetrators for abusing children or no punishments at all. Animals abusers get harsher punishments, let's ban together to demand longer sentences for any and all CHILD abusers. What constitutes CHILD abuse in this country?
