the BCCC quiet library petition

if you think that a library should be a place of quiet study, where any noise is at a level of respectable volume and people speak in hushed and whispered voices,  then you should sign this

this is a petition concerning the noise level at Bucks County Community College's library. Currently the noise, and utter chaos, that goes on there from about 10am-3pm each week day is absolutely insane. I have made it my personal mission to put an end to the chaos and restore order the BCCC library. Unfortunately the Library administration, like Maurene McCreedy and Linda McCann, do not agree with me. They believe a library doesn't have to be a quiet place. They are standing behind their PhD's and research, which they claim support the idea that a library which does not restrict noise, is a place where student learn better. Personally I don't think that a library need be absolutely silent, and some level of noise from people talking softly, or working in groups is to be expected, but what has been going on at Bucks is way beyond that. What is your opinion? What do you think a library should be?
