Lower the age on smear tests from 25 to 18

Currently women have to be 25 and over to get a smear test but so many young mums and Young women under 25 are diagnosed with cervical cancer this should be available for 18 and overs , lots of women are losing out on getting a smear test I myself can't get one till I'm 25 and I've read a lot are being refused due to being under 25 things need to change please help!
