High utility bill

The city of Franklin is charging black citizens more than white citizens in the city of Franklin Virginia. Majority of the people that lives in Franklin, Virginia, is in subsidized housing with low or no income, SSI, SSA & retired as with limited resources & employment. The city of Franklin uses manipulate to govern the city. Therefore, it leaves the citizens with limited resources to be able to live. Stop manipulate city from over charging their customers so they can reap the benefits, not only from their customers but from the government as well.
