Support a Just Recovery for People -- Not Corporations!

The Council of Canadians is researching, tracking, and challenging how corporations are already shaping federal COVID-19 recovery plans. The CEO of the Canada Infrastructure Bank (CIB) is a key advisor on Prime Minister Trudeau's recovery plan. The CIB was created to push public-private partnerships (P3s) for infrastructure projects across the country, like upgrades to municipal water system. P3s work great for corporations by locking in profit. But they are less accountable and often leave the public with higher bills and poorer service. 

If we don't act now, it will be corporations that get bailed out through the Canada Infrastructure Bank (CIB), instead of bailing out people and building a just recovery for all.

I am writing to express my great concern that the Canada Infrastructure Bank, with its agenda promoting privatization and public-private partnerships, might play a key role in the government's post-COVID recovery plan. 

Canadians needs a just recovery plan that centers communities, not private interest. 

I am calling on you to ensure the federal government provides urgent public funding to municipalities to upgrade and strengthen critical public infrastructure and services. The Canada Infrastructure Bank must not play a role in a post-COVID recovery plan unless and until its mandate is shifted away from promoting privatization and public-private partnerships (P3s). 

The COVID-19 pandemic has revealed and amplified many structural inequalities in our societies. As workers and communities continue to struggle with the past and ongoing consequences of the pandemic, we urgently need government to put people at the core of their COVID-19 response and recovery plan. At the same time, communities, provinces and territories urgently need significant investments to repair and upgrade their aging infrastructure and begin building the critical infrastructure and services to transition away from fossil fuels. 

I am, therefore, greatly disappointed to see the Canada Infrastructure Bank taking on a mandate of promoting P3s. Examples of P3 projects costing more, delivering less and taking away community control of critical infrastructure services can be found across Canada. 

P3s were a poor model before the pandemic and should pay no role in Canada's post-COVID recovery plan.
