Water Source of Life: 1.5 billion people rights are still curtailed!

• In 2002, 1.5 billion people still do not have access to drinking water.
  
• 2,5 billion people have no water sanitation services.
  
• 5 million people in the world, mostly women and children, die each year from diseases related to the quality of water.
  

The existing solutions, which address the social, financial and technological aspects, rest on political decisions. From the international perspective, the solutions rely on the enforcement of a framework convention, covering the sharing and use of water resources, as well as the rights and responsibilities of the partners involved in water management. These partners include each and every one of us, the consumers.

But to-date, this international framework convention on water does not exist and the need for one is pressing.

The goal of this convention is a 50% reduction in the number of people who have no access to drinking water and water sanitation services by 2015, in keeping with the objective stated by Kofi Annan, United Nations General Secretary, in the Millennium Declaration of November 2000.

Access to water for all people is not just an issue of solidarity. It is also a question of peace: the danger of conflicts arising because of lack of water is a very real one. For this reason and in anticipation of the International Year of Water in 2003, a group of citizens around the world have rallied together - with the support of the International Water Secretariat and its network members, Green Cross International and the Collaborative Water and Sanitation Council - to circulate a global petition and gather as many signatures as possible in support of the following initiatives:

• Appeal to political leaders to initiate official negotiations on implementing and enforcing the international framework convention on water.
  
• Convene a World Assembly of Water Wisdom in anticipation of the 3rd World Water Forum and mandate this body to prepare a high level draft of the future international framework convention on water.
