Change the education process for children with special needs-funding to meet the child's needs As so

Children with special needs DO NOT AUTOMATICALLY receive a placement of education.
The process at the moment is a very long hard battle to ensure children with special needs meet the governments requirements before awarded funding or a an educational statement to meet their needs.
This leaves many children without a place in education for long periods of time.
I want the process to change and come in conjunction with any diagnosis and reports from the professionals already involved with the child.
Every child should have a right to a placement in education despite any special needs they may have, in order for our children to learn and grow the same as any other child they need to be given the same opportunities.
Please help change this process for our children❤️
