Toronto Parks has to listen to our concerns about Baird Park

We, the undersigned, oppose the proposed off-leash dog area on the eastern side of Baird Park and request a meeting to discuss the impact on the environment, community and homes.


Concern 1 - Proximity to Residences and Ongoing Noise Complaints: The proposed location is only feet from 23 homes on Indian Grove, contravening the city's Location Criteria for Establishment of Off-Leash Areas that directs city officials to consider proximity to residences. These residents continue to struggle with excessive noise from dogs in the park late into the evenings.  Limited hours for use will be ineffectual as Bylaw and Animal Service Officers do not work evenings.


Concern 2 - Trees: This section of the park has some of oldest trees in the neighbourhood. This was the stated reason for eliminating the east side of the park as a potential off-leash option during the Nov '09 public meeting. We are concerned that the new proposal may contravene the Location Criteria for Establishment of Off-Leash Areas which considers the impact on the natural environment.


Concern 3 - Esthetics: These major changes will negatively impact our beautiful, historic park and will permanently reduce its appeal for all users in our community. This proposal will result in fences surrounding all major areas of the park and obstruct the view from all adjacent streets.


Concern 4 - Inability to Express our Concerns: As stated in section 11 of the Procedure for New Off-Leash Area in the People, Dogs and Parks Off-Leash Policy, a public meeting is to be called to inform the public of the "overall project, size and location of area, slopes and their sustainability, tree or forest protection" as required and the rules and regulations. While mentioned as an option, specific plans for this eastern off-leash area were not presented at either earlier public meeting and we were not given the opportunity publicly to express our concerns and have those concerns answered to the specifics of this proposal.
