One dog and/or two cats!! Allow a second dog.

I've lived in my condo for nearly fourteen years.  The Amberwood assocation has changed the bylaws over the years from "..one dog and/or cat..."  to the current version, "...one dog and/or two cats..."  I think this is completely unjust and unfair as it discriminates against dog owners!  We already have a height restriction in place for dogs so I really can't see the justification for only one dog?  The Amberwood association changes the bylaws whenever they want to fit their needs with no rhyme or reason, and with no care to the impact of the residents.  HELP!!
