Demand the State of Arizona pass a stricter law about leaving animals in the heat and chained up

There is a situation out in Chandler, Arizona where there are Huskies being left out in the heat, chained, confined in cages with pretty much zero human interaction. The owner refuses to surrender the animals who are living in deplorable conditions. The owner recently went to the hospital and the dogs had no food and water for at least 10 days. One dog was laying down and would not move, come to find out later it needed medical attention. Due to the property being on a county island, Chandler cannot enforce a city ordinance that would require the owner to bring the homes inside the home and to give them the care, love and help that they need. There is group right now trying to get the owner to surrender the dogs or start treating them they way they should be treated.
