Extended Family Visits (congigul)

Every point in time someone is locked up in the prison systems. Some are for years but because they make mistakes does not mean they should not be allowed to produce a family or have longer visits with family. There are 6 states as we speak who's prison systems are working very well with the congigul visits. There is " not as much anger or frustration in their correctional facilities. So why not Colorado.......why not Colorado if the inmate and his spouse are married under colorado law?
