Change dog ownership laws in Southern states

Week after week I see hundreds of beautiful dogs being killed because of the huge stray/surrender issues and no room at the shelters. All dogs should be spayed/neutered, LICENSED AND MICROCHIPPED, or face HIGH FINES or arrest. If every lowlife who didn't care got arrested for this it would make a difference. Up here in New England it is extremely rare to encounter animal abuse because our outlook is different and I just wonder why it's so rampant down South with NOBODY DOING ANYTHING except sharing and praying on Facebook. God bless the shelters down there who are killing themselves trying to keep up with it all --- but the laws need to change.
