stop animals from freezing to death in the cold

I just saw the most tragic picture on facebook of a dog in TN,that froze to death while being locked in a cage and left outside .

For all of those who believe that since dogs have 'fur coats' , they'll be fine in these temps, this baby was found frozen to death trying to escape her cage. This is in middle Tn. No Animal should die this way.that was said in the caption under the picture. the dog was frozen while biting on the cage bars trying to get out.the dog has snow on it.We need stronger animal cruelty laws making it a crime to leave animals out in the freezing cold.I will send this petition to my state lawmakers,demanding action to protect the animals,forgotten outside in the cold.
