Seat belt laws

I feel like we are being forced to wear are seatbelts after we turn 18. When you turn 18 you dont have to wear a helmet. So why are we forced to wear seatbelts when they dont have to wear helmets. I know people who has been hurt in car accidents while wearing there seat belts.
