Make throwing water on homeless peoples bedding a crime

There have been several reports of people throwing water over the quilts / sleeping bags and possesions. The council have been doing this along with store employees etc. No one has the right to do this to another human being. Imagine being homeless. On the streets in this weather. Being hungry and cold all day. Walking around because you have no where to go but you cant just sit in the same place forever. Feeling like you belong no where and you are lost( inside) , cold, bored, sad, depressed, in need of some love and help. But you keep going only for some people to treat you like you dont matter.
