Revise the laws regarding parental rights

The parental rights laws in the state of Pennsylvania and in the city of Philadelphia are unfair and corrupt. Many other states allow parents 2 years after adoption to regain custody. Pennsylvania gives parents "the parental death penalty". Many families are damaged and separated instead of being helped and reunited.
