Mare with young Foal has been recumbant for over a week! No one will help!

There has been a mare that has recently become a mother that has been in complete lateral recumbancy for over a week. I have spoken to the sheriff, but there is only so much that he can do ie write him a ticket, which he did. This mare is in Stark County Ohio, more specifically North Canton.
The last time the sheriff was out to the property, about a month prior to this issue, a horse was in such bad shape that it had to be euthanized that day.
This mare has limited access to water and cannot move enough to get to any food. The foal cannot eat either due to her being on the ground.
I have contacted the humane society and they have been out, but haven't removed or cared for this mare. Please help me help her!
