Make breeding animals without licesnce or permit illegal

shelters all over united states overcrowded, young health animals die every day, not enough adoptive families or good homes, many residents picking up animals of the street and spending time and money to fix them and rehome because shelters only take them for destruction. Also lots of tax money spend to pay for euthanasia and maintaining shelters.
