Toughen penalties to offenders of animal abuse

Overpopulation of stray cats who suffer and die due to human's ignorance and lack of responsibility. I have, and still see cats suffer, get sick and die due to the ignorance of people. All cats should be spayed or neutered to prevent overpopulation, and responsibly cared for to prevent sickness and unnecessary suffering. They need a voice, and I will be that voice. This violence has to end, and perpetrators should be fined more than the cost of a spay or neuter, and reasonable care of that cat. It's time that offenders pay for their ignorance or lack of caring, I believe that is the only way that this will end.
