Protect Human Access to Starlight: Mandate Fully Shielded Outdoor Lighting Mounted Below Knee Height

Eleven years after OLS testimony in Mt. Shasta, we call for a clear standard: all new and replacement outdoor lighting must be fully shielded and have its light source mounted below knee height. This single design change ends both skyglow that blocks the stars and direct eye-level glare, while protecting human circadian biology, mitochondrial health, and our natural connection to the night sky.

We, the undersigned, call on municipalities, states, national governments, and international bodies to enact and enforce lighting regulations that protect every human being's access to natural night skies and restore healthy day-night rhythms.

In 2015, OLS iee.aeo delivered public testimony in Mt. Shasta, California, stating that artificial light directed into human eyes disrupts sleep, consciousness, and natural biological rhythm. Today we refine that position with precision.

The Problem Current outdoor lighting creates two distinct harms:

  1. Upward glow (skyglow) — Unshielded or poorly directed light escapes above the horizontal plane, forming an artificial veil that blocks access to the stars.
  2. Eye-level glare — Even when fixtures are "shielded," the light source is usually mounted at or above human eye level (on tall poles). This places bright light directly in or near the human visual field during normal movement and upward gaze.

Both effects disconnect people from the natural night field, disrupt melatonin production, impair mitochondrial function, and interfere with perceptual sovereignty — our innate relationship with the full spectrum of natural light.

The Solution – Two Non-Negotiable Requirements

All new and replacement outdoor lighting must meet both of the following standards:

  1. Full shielding (full cutoff): Zero light emission above the horizontal plane. All light must be directed strictly downward.
  2. Below-knee mounting height: The light source itself must be positioned below knee height (approximately 18–24 inches / 45–60 cm from the ground). This keeps the fixture completely out of normal human sightlines and eliminates eye-level glare.

This is not about turning off necessary lighting. It is about correct placement and shielding so artificial light serves safety without polluting the star field or human biology. Warmer color temperatures (≤ 3000K) and adaptive controls (motion sensors, timers, dimming) should be required wherever possible.

Our Demands

We call for legislation and municipal codes requiring that all new and replacement outdoor lighting meet the two standards above. We further request:

  • Priority implementation in residential areas, parks, pathways, and new sustainable community developments (Atetaten model).
  • Public education on natural light rhythms and complementary daytime Sun Light Meditation practices.
  • Transparent reporting on lighting installations and compliance.

This is a universal, non-partisan principle. Every human deserves access to the stars at night and healthy day-night rhythms.
