WHY China and USA are the biggest polluters in the world?

All the countries and biggest of them USA are sending factories to China. That's why China is the biggest polluter in the world. But WHY USA is the second bigger polluter??? This must be stopped. There are countries which are bigger than USA and polluting less like Russia and Canada. USA should have less cars everyday and cut the emissions immediately and with hard hand. It's a shame that we are compared with some country like China which don't have the human rights in there and WE USA are compared with them. USA is using these countries, if these factories still were in USA the emissions were bigger than China's. Also people here often say about European Union...it is not country...there are several countries with president or King or Queen... how could Kingdoms ever belong in European Union...Eu is a Scene which will collapse soon.
