Put @jacksonswindel1 back on twitter

Jacksonswindel1 used to be a prolific tweeter on twitter. He was on there for 9 months, but got it at April 11, when he was 12, but started it on September 11, 3 days after his birthday, when he was 13. However, on June 14 he got blocked for being "underaged" ignoring the fact that I'm sure plenty of younger people have identified birthdays, I see it as violation of free speech and silencing him. Please help to get it back on.
