UK government - why in 2019 are eggs from caged hens still available!

Despite an EU wide ban on battery cages in 2012, 'enriched cages' still exist in which the hens are still kept in deplorable conditions. These eggs are still being used in products from a number of high street names including Yo Sushi! and Pizza hut. 
Promises have been made to ban the sale of caged hens eggs by 2025, however this is 6 years away, and 6 more years of animal abuse to approximately half a million hens.
