There was a change in Chapter 16 of the rules for the Iowa EDMS filing system that now states that only you can file on your EDMS account. This is very different from what was initially told to landlords and CVPS during the training in 2014 when the EDMS system was rolled out in Black Hawk County. CVPS is a process service company, that has been exceptional in their efforts to make the process run smoother for plaintiff's, defendants, magistrates & judges in and around Black Hawk County by ensuring that all FED's and Money Judgments are filed in a consistent manner. This also takes the burden off the clerks, as they can quickly process the filings, then they can be served the same day with the same consistency the courts and clerks' staff are accustomed to. They do not give any legal advice, they only assist with the process and filing the petitions with the proper attachments. They have never charged for this administrative service they provide. They need to be able to continue to assist filers with their e-filings since the system is not user-friendly and is confusing as to the proper way magistrates and judges see what has been filed. We need to have an exemption created for process servers to be able to aid in the filings. I am sure that the Judiciary Committee can create one that can be adhered to, in order to have companies like CVPS, LLC (owned by Tony Miller) to be able to help filers. This petition will be sent directly to the Senate Judiciary Committee, requesting that an additional exemption is created for them to be able to assist filers.
