Screening to Prevent Abuse of Power by FBI Agents

Of all of the divisions within the government of the United States, the division which has the greatest
ability to abuse it's power for the purpose of covertly destroying first amendment freedom is that
which deals with domestic criminal intelligence and policing, namely the FBI. This is especially true
since certain legislation was past in reaction to the 9-11 attack, and because of the recent increase
in the implementation of advanced surveillance technologies. Some ways in which a group of
malicious FBI agents can persecute a person with a certain political position are to search and seize
their property based on weak or false evidence, detain and prosecute them based on weak or false
evidence, and force them to confess to crimes that they did not commit. It is therefore necessary to
implement a system by which agents that are likely to do so are screened. Excluding extrinsic
motivation such as bribery, people that intend to destroy first amendment freedoms do so because,
and only because, they have sadistic character. A person's degree of sadism in proportion to their
overall emotional motivation is a trait which remains constant or nearly-constant throughout their
life, being a characteristic of temperament. It is therefore necessary to screen agents based on the
degree of sadism in their temperament.

The following are the traits of sadistic temperament, contrasted with non-sadistic temperament,
which will serve as a guideline for the screening process:
Sadistic temperament is determined by the size of the portion of a person's overall emotional
motivation that sadism comprises. The size of a person's emotional portion of sadism is inversely
proportional to the size of their emotional portion of exploration. The exploration drive is best
defined in few words as the affinity for things that are complex, innovative, geometrical, and/or
mysterious. The exploration drive is also the cause of curiosity and true creativity. The exploration
drive, working in opposition to the sadism drive, causes a person to perceive less distinction
between oneself and other beings, which causes empathy. The portion size of sadism is inversely
proportional to the portion size of exploration because sadism is crude in it's nature, whereas
exploration is fine in it's nature. Sadism and exploration are 2 fundamental drives that determine the
form in which the various social emotions exist. The different social emotions are those of pride,
charisma, nurturing, social gesturing, and sexual gesturing. The sadism drive causes the social
emotions to be more unrestrained, whereas the exploration drive causes the social emotions to be
more restrained. A person's temperament can be observed either by observing the 2 fundamental
drives themselves being exercised, or by observing their influence on the social emotions, when the
social emotions are exercised.

We the undersigned therefore demand that any or all members of the house of representatives,
members of the senate, president and vice president propose, and that all of the aforementioned
vote in favor of, legislation that will initiate the following action, with no modification, and we
request to all of the voters, on the next election of each of the aforementioned positions, to replace
any elected officials that did not vote in favor of this legislation with candidates that have pledged in
legally binding contracts that they will do so within a year of entering office, and to become such a
candidate if no such candidate exists for any given position:

IN BRIEF:
FBI agents that do not score above the 25th percentile on a standardized drive ratio test will not be
allowed to be FBI agents.

WITH COMPLETE LOGISTICAL DETAILS:
1. The United States legislature will create a committee of 50 people, and give this committee the
money and any other resources necessary to accomplish their purpose. This committee will be
composed of people that are ethical and non-sadistic. Such people as civil-libertarians,
anti-monopolists, pro-euthanasians, and vegetarians are preferable, but not spiritualists and
pacifists, who are fake altruists. This committee will be given a room or group of rooms, most likely
within a government building, which will serve as a center in which to test people's temperament.
This center will be located in an area that is politically diverse. The committee will then devise
several different methods, of both behavioral and physical varieties, by which the strength ratio
between the sadism drive and the exploration drive of a person can be tested relatively
inexpensively, and develop a standardized test which incorporates all of those methods, that is to
be used to test people. The committee will then randomly select 1000 people, between the ages of
18 and 60, from the populace of the area that the testing center is in. The committee will then
formally test the 1000 people, to create a percentile scale on which any individual can be placed, in
which a higher percentile indicates a larger emotional portion of exploration. Each person will be
offered $100 in compensation, will be tested at a time that is relatively convenient for them, and will
have the option to be replaced by a different randomly selected person.

2. When the standardized drive ratio test and the percentile scale are established, any and all
necessary testing equipment will be installed in the FBI headquarters and in each FBI field office, if
the necessary equipment does not already exist there. No testing equipment may be excessively
expensive. Being as the FBI agents that perform and supervise the tests have a great ability to
abuse that power by producing fraudulent test results, there will be positions of drive ratio test
supervisors, who conduct or supervise all of the drive ratio tests, who themselves must be screened
by the test, by a relatively high standard. 'Drive ratio test supervisors' may be abbreviated here as
'DRT supervisors'. When any and all of the testing equipment is installed, it will be announced, in
the appropriate media, to all FBI agents, that there are positions available for DRT supervisors.
The applicants will be put on standby. The original committee of 50 will then divide itself up into
groups of 5, which will, between them, travel to all of the FBI offices, to conduct or supervise the
testing of the first set of DRT supervisors. Applicants that score above the 66th percentile, and only
those that do, will be given the position. When, in the future, new positions of DRT supervisors are
needed, the existing DRT supervisors will test them. The DRT supervisors will then screen all local
FBI agent applicants and will begin to systematically screen all existing local FBI agents by a
relatively low standard, which will be the same for both of the aforementioned. Only FBI agent
applicants that score above the 25th percentile will be allowed to become FBI agents. Existing FBI
agents that do not score above the 25th percentile will be dismissed from their post. At any given
time, no more than 1/10th of the FBI agent positions may be vacant in the head quarters or any
given field office.
