We acknowledge and deeply appreciate our local government's ongoing efforts to promote inclusivity, peace, and unity among all people that led the local government to support the Pridestrian Walk and its Marker. However, we just have some apprehensions and questions as to the necessity and legality of the project, and we humbly request clarification and review regarding their installations which have recently drawn public attention.

Our purpose is not to condemn or divide, but to seek transparency, accountability, and truth, ensuring that all government actions are in line to existing laws and regulations as well as reflecting the moral, cultural, and spiritual values that define Baguio as a "City of Character."

🔍 Our Humble Questions and Concerns

1.Transparency and Authorization

Which office or agency authorized the installation of the "Pridestrian Walk" and its marker?

Was there an approved City Council Resolution, ordinance, or permit supporting this project? 

Was this initiative coordinated with or approved by concerned agencies or offices such as the Bases Conversion and Development Authority (BCDA) or the Camp John Hay Management Corporation (CJHMC), Land Transportation Office (LTO), Department of Public Works and Highways (DPWH), or City Engineering Office as the case may be?

2. Funding and Partnership

May we humbly ask: What is the source of the fund in implementing the project?

Was it financed through government funds, a private sponsorship, or a partnership arrangement?

If public funds were utilized, under what budget line or government program was it included?

If privately sponsored, what agreement or partnership authorized the use of government-managed property for a display carrying ideological or advocacy significance?

3. Regulatory and Legal Compliance

Did the Land Transportation Office or Department of Transportation, Department of Public Works and Highways and City Engineering Office approve the paint and design for compliance with traffic, safety, and infrastructure standards?

Were proper permits or technical evaluations conducted prior to the installation?

If later found to be non-compliant or inconsistent with established standards or public policy, we respectfully request a review and appropriate corrective action to address such oversight.

4. Moral, Cultural, and Generational Implications

The rainbow-colored lane and marker, entitled "The Pridestrian: A Visible Marker of Diversity, Acceptance, and Inclusivity", carry moral and ideological meanings beyond artistic design.

While we support love and respect for all, we are concerned that the use of public property for such advocacy could confuse or influence the moral convictions of other sectors such as the youth, especially when perceived as government endorsement.

We humbly appeal that public installations remain neutral and represent shared community values — peace, discipline, integrity, respect, and faith in God.

5. Government Neutrality and Future Safeguards

We trust our city leaders' desire to uphold fairness and impartiality.

Therefore, we humbly recommend that the city adopt a policy of neutrality in public symbols and displays, particularly those tied to moral, ideological, or advocacy-driven causes, to prevent misunderstanding or division within the community.

⚖️ Our Humble Requests and Proposed Actions

1. Clarification and Disclosure

We respectfully request a public clarification on:

The source of funding for the "Pridestrian Walk" and marker.

The specific agency or office responsible for its approval and implementation.

Whether LTO/DOTr, DPWH, CJHMC, or the City Engineering Office provided formal evaluation or clearance.

2. Legal and Administrative Review

We humbly appeal to the Sangguniang Panlungsod to conduct an inquiry or legislative review regarding the installation.

If findings reveal procedural lapses or violations of law, safety standards, or moral neutrality, we respectfully request that:

The Pridestrian Walk and its visible marker be removed or repainted, and

That similar project advocating ideological significance that apparently favoring a single sector be prohibited on Baguio government-managed properties henceforth.

3. Policy Formulation and Consultation

We recommend the creation of a policy or ordinance requiring that all future public art, displays, and advocacy projects undergo multi-sectoral consultation and City Council review, ensuring that they reflect shared civic and moral values.

4. Public Dialogue and Partnership

We desire not confrontation, but collaboration.

We stand ready to dialogue prayerfully and constructively with our leaders for the sake of other sectors as well as our youth, our city's moral clarity, and our unity as a community.

This written petition is part of a broader signature campaign initiated by concerned citizens of Baguio.

We have also launched an online petition to gather public support from residents who share our concern for righteous governance and values-based leadership.

These collective efforts express our shared moral voice and desire for peaceful engagement, reminding us that true transformation begins when citizens and leaders work together under God's guidance.
