Urge Patton Township Supervisors to deny the zoning change for Patton Crossing development on the former site of Penn State Mobile Home Park
Patton Township has received a proposal to re-zone the former site of the Penn State Mobile Home Park in order to build an extremely dense complex called Patton Crossing. The zoning is currently residential with a small strip of commercial at the front. The developers have asked the township to allow the whole parcel to be zoned commercial while also retaining the current zoning in an "overlay" that exponentially increases the density of what would be allowed in traditional zoning. The proposal would allow up to 90% impervious surface, eliminate or minimize setbacks, buffers, and parkland; also increase height limits and density allowances. These things are what give zoning ordinances their teeth and to eliminate or modify them so drastically nullifies the whole purpose of zoning, which is to safeguard the character of our neighborhoods.

Spot zoning was defined by the Pennsylvania Department of Community and Economic Development as “a singling out of one lot or small area for different treatment from that accorded to similar surrounding land from which it is indistinguishable in character for the economic benefit (or detriment) of the property owners.” Another key element of spot zoning is that it is usually at odds with a community’s comprehensive plan.
