"I heard a cat screaming" "I heard a cat cry really, really loud," said neighbors. And I came outside, because I'm an animal lover. The lady right here saw him holding a tail, skinning it. It is still alive."
The purpose of this petition is to demand that Ms. Lisa Green, Kern County DA, ENSURES that a member of HER staff, Deputy District Attorney Tiffany Hadalgo, resign from her position for failure to respect the laws of the people of California and failure to enforce penal code 597(a)–(d), which defines animal abuse as a felony. The people of KERN County are demanding justice and protection.
In a justice system outcome as shocking as Jason Wilmert’s depraved behavior, the Kern County, CA court accepted a misdemeanor plea on eating domestic animals, and dropped animal cruelty charges against the man witnessed skinning and decapitating a live cat in his backyard.

PenalCode597. (a) Except as provided in subdivision (c) of this section or Section 599c, every person who maliciously and intentionally maims, mutilates, tortures, or wounds a living animal, or maliciously and intentionally kills an animal, is guilty of a crime punishable pursuant to subdivision (d).
(d) A violation of subdivision (a), (b), or (c) is punishable as a felony by imprisonment pursuant to subdivision (h) of Section 1170, or by a fine of not more than twenty thousand dollars ($20,000), or by both that fine and imprisonment, or alternatively, as a misdemeanor by imprisonment in a county jail for not more than one year, or by a fine of not more than twenty thousand dollars ($20,000), or by both that fine and imprisonment.
Instead of prosecuting this atrocity as a felony, the guilty party got a slap on the wrist and a plea deal for the misdemeanor charge of using animals commonly kept as pets as food. Now this obviously disturbed and deranged person is back on the streets.
*Studies have shown that, “Virtually every serious violent offender has a history of animal abuse in their past, and since there's no way to know which animal abuser is going to continue on to commit violent human crimes, they should ALL be taken that seriously. FBI Supervisory Special Agent Allen Brantley was quoted as saying "Animal cruelty... is not a harmless venting of emotion in a healthy individual; this is a warning sign..." It should be looked at as exactly that. It’s a clear indicator of psychological issues that can and often DO lead to more violent human crimes. “

Ms. Green’s Deputy District Attorney, Tiffany Hadalgo, is NOT fit to adequately enforce the laws of the people of California. Ms. Hadalgo needs to be held accountable for failing to do her job and failing to protect the very people she serves. Ms. Green has been elected to ensure her staff will do their job and serve their community.
