Kindergarten cutoff age in California

I propose that the cutoff age to enter kindergarten in the state of California be changed. The current policy is to allow 4 year olds who will be 5 by December 2nd of the given school year to start kindergarten. I propose that the cutoff date be changed to September 15th of the given school year.
