PAVE TERRACE AVE & RENOVATE MIRSCHEL PARK

In February 2011, I sat down with Mayor Wayne Hall and Trustee Rosario and discussed the paving of Terrace Ave from Jackson to Atlantic. I was told by Mayor Hall that they would not pave it but they would patch it up. Unacceptable. In May 2011, I sat down with the Director of Public Works Frank Germinaro and he stated to myself and another Terrace Ave resident that the paving would not happen this year and he couldn't guarantee that it would be paved next year either. I asked him if I was able to get an outside contractor to donate their services to help with the paving could it be done this summer. He stated yes with approval from the Mayor and Board of Trustees. I recently sent an e-mail to Mr Germinaro, Mayor Hall and others regarding getting the road paved this summer. Here it is:

Good afternoon Mr. Germinaro. Yesterday several Terrace Ave residents noticed that the village were filling potholes on Jackson & Atlantic and called me to find out when their street would be paved. I advised them that I have spoken with you and Mayor Hall about it and that I and other residents will also be mentioning this at the village board meeting this evening. We spoke last month regarding the repaving of Terrace ave between Jackson & Atlantic and I would love to be able to sit down and chat about this further. The want is great but the need is greater. For too long this street has been overlooked. It's time for a change. The property owners, Mr. Florey & Mr. Schneer have renewed the area by renovating the buildings and paving Bedell St. The repaving of the street will not only up the look and property value but bring about a greater since of value from the residents. I have reached out to several contractors seeking their assistance with this repair. I'm still waiting for a response. I'm making a documentary about Terrace Ave and to show the world the change, it would be beneficial for the village to repair the street. With the street in the same condition as it was before the change shows minimal change and the absence of the village government. The response I received from Mr. Germinaro dated June 28, 2011 is as follows:

I received your e-mail, regarding the paving of Terrace Avenue. We have a preplanned 10 year priority list (we average completing 3 to 5 of those streets per year) that require total reconstruction mixed in place or mill and fill methods of reconstruction that is performed by using outside contractors. We also have a preplanned 10 year overlay priority list (we average completing 15 to 20 of those streets per year) that is performed with our in house staff. We average approximately 2 to 4 million dollars in road reconstruction annually.

As we discussed, if you are able to ascertain a private contractor that will provide the reconstruction of Terrace Avenue at NO COST to the Village, I will request the Mayor and the Board of Trustees for approval. In the event you are unable to find a contractor that will DONATE the reconstruction of Terrace Avenue I want you to know that street repair is a high priority and hopefully (budget funds permitting) Terrace Avenue will be in reconstruction for the 2015 Spring/Summer construction period. I hope the above information addresses your concerns and assures you that the request for funds to reconstruct Terrace Avenue will be included in our capital program for 2013/2014.

 After spending much time calling around to get an outside contractor to assist them, I've come to the realization that this is not the responsibility of the residents to locate a contractor to do their job. With funds from federal and State agencies as well as taxpayers money and other funds, it is the Village of Hempstead's responsibility to take care of their own property as we would be required to do. I need your help.
