Raise the Fee for Animal Cruelty

When someone abuses an animal they get a small fee and maybe 6 months probation. Animals are also important in this country, we can't live without them. So at least let's honor them by taking cruelty against them seriously. Animals also have feelings and thoughts, they also breath and have a right to live just like anyone! So why is it that copying a DVD has more of a penalty then animal cruelty? This needs to stop and animals need to be considered important in the world.
