Save the Legian Beach Bars

It has been bought to my attention that the bars on Legian Beach are to be closed unless they are run by a local from Legian.
Most bar owners and beach sellers are from areas other than Legian  and will be forced to leave.
How can they be expected to make a living if their jobs are taken from them?
