Mandatory Institutional Recycling

Many facilties in NYC and across America are NOT required to recycle their refuse materials such as papers, plastics,aluminum,cans, etc.. Laws should be put forward to make it the LAW to recycle. So much refuse goes to landfill that can be easily recycled.  Please stop this --and lets make this universal across the country
