**Petition to the City of Los Angeles and Santa Monica:**
**Support the Transformation of Penmar Golf Course and Marine Park into an Inclusive Community Recreation and Therapeutic Equestrian Center**
Dear City Officials and Community Leaders,
We, the undersigned residents and supporters of the Westside of Los Angeles and Santa Monica, respectfully urge your support in transforming **Penmar Golf Course** and **Marine Park** into a comprehensive, inclusive community space that features **therapeutic equestrian facilities**, **bocce ball courts**, **upgraded amenities**, and **secure restroom facilities**.
**Our vision includes:**
- Developing a **therapeutic riding arena and stable** to provide accessible horseback riding and therapy for individuals with disabilities.
- Establishing **bocce ball courts** to promote social interaction and outdoor recreation for residents of all ages.
- Constructing a **building with secure restrooms** that can be locked after activities end, ensuring safety and cleanliness.
- Creating a **community café operated by adults with developmental or physical challenges**, providing job training and social opportunities.
- Removing the current **dog area** at Marine Park to make space for more inclusive recreational features.
- Addressing and removing **homeless encampments outside Penmar Golf Course** to improve safety, cleanliness, and community well-being.
**Current situation:**
- Penmar Golf Course is a small 9-hole course that offers limited recreational value compared to larger courses like Brentwood Country Club and Riviera Country Club, yet it is uniquely positioned near the community.
- Marine Park is currently known for goat yoga and an unmanaged dog area, which do not serve the broader community's needs.
- There is a pressing need for accessible equestrian facilities, especially given the lack of horse riding options on the Westside.
**Why this matters:**
- The Westside and Santa Monica lack dedicated horse riding facilities, especially those focused on therapy and community inclusion.
- Repurposing these spaces will provide health, wellness, and vocational opportunities for residents.
- Removing encampments and improving infrastructure will enhance safety, cleanliness, and community pride.
**We urge the City of Los Angeles and Santa Monica to:**
- Convert part of Penmar Golf Course and Marine Park into a safe, accessible, and inclusive community recreation and therapeutic riding center.
- Collaborate with local organizations, nonprofits, and residents to develop and manage these facilities.
- Prioritize environmentally responsible development, safety, and community well-being.
