lets have a Animal Abusers Register Now !!

why has this not been done already?
We need a register for offenders to be known to the orthorities to know staight away whether someone is known for hurting animals and if they are then animals will be taken away from them and rehomed with nice families !. 
Anyone one the "list" will not be allowed to buy/own or keep animals in any way whatsoever!

We the undersigned strongly feel that it is about time that a register for animal abusers was in force and we feel that you are the best people to help get this started and would know the correct manner to have this in action . thank you.
