I was cheated out of my first stimulus pmt by my SSA acct being hacked.

I never got my first stimulus pmt in April 2020 cause it went to my SSA acct and it was hacked and my SS check for that month and the first stimulus pmt was stolen. I've contacted the IRS numerous times but they finally said it's not their responsibility to issue a replacement pmt for the stolen stimulus pmt. I needed the money then and still need it now. Why won't the IRS/Treasury issue a replacement pmt for me???
