To create an official list of maltreatment of animals in Puerto Rico need to reference it when required for any service or work with the government of Puerto Rico. That all animal abuser is reported and can not receive benefits from the government of Puerto Rico of any kind, also be rejected immediately for any job application. List should be available to every citizen for referrals.
We need to create an official list of malteatment of animals because have to punish those who do not respect life; who violates the law 154. Citizens do not want more animal abuse. An abuser of animals should be treated as one who commits fraud, criminal act, rape, domestic violence, child abuse, drug trafficking, and so on. And like any citizen who violates the law governing entitlement reject and deny employment opportunity. It is proven that anyone who mistreats an animal so it is with humans.
