Mandatory felony and jail time for animal cruelty.

Georgia seems to have a new case of animal cruelty everyday. Dogs are being starved to death, stabbed, tortured, and abused far beyond anything imaginable to civilized human beings. This won't stop with a slap on the wrist and a fine. These people deserve nothing less than jail time.
