To propose a tax on each bullet sold, implementing a tamper proof tax sticker to be placed over the bullet and the casing. Each bullet in circulation of society and outside of a licensed firing range, must have the tax paid sticker. (Firing ranges exempt of tax).
Tax accumulated will go towards a fund in which gives rewards to people who produce information leading to the arrest of an unlicensed gun owner in the possession of a firearm, or a licensed gun owner identified as undergoing a mentally unstable phase. The vision is for each bullet to have a $500 tax on it, therefore hindering reckless behavior with guns and bullets.
The objective is to still keep the rights to own a gun and bullets, however curbing reckless behavior with guns via a tax on the bullets. Therefore creating guns to be an absolute last option of safety and defense.
This measure is directed at keeping the guns away from the 'bad guys', and gives more power to the 'good guys'. Giving financial rewards to those who speak out against criminal activity pertaining to guns.
