Purpose: For middle school and high school students that are within 1.0 miles and 1.75 miles away from school to be eligible for school bus transportation to school.
1.75 miles walk is more than 30 minutes. Our students with their lunchboxes and their backpacks, it would take longer. Although walking 30 minutes in comfortable weather is fine, walking in low 20's F weather and windchill poses a problem for our children. Temperatures at 7:30 AM during the months of October from April hover around 20's and low 30's F. It is a big safety and health hazard for children to walk 30 minutes in such temperatures every morning to school. Having rain or snow during morning and evening commutes poses additional hazards for our students in Frederick County, Maryland.
Current policy 441.2.B: "With the exception as oultined in section D and E, middle and high school students are not eligible for school bus transportation to school unless the most practical, direct walking route is longer than 1.75 miles."
Proposed policy: "With the exceptions as outlined in sections D and E, middle and high school students are not eligible for school bus transportation to school unless the most practical, direct walking route is longer than 1.00 miles."
