Govern City costs on Title/Real estate

The issue at hand is that City's can change the cost of a municipal lien search at the drop of a hat; No warning to Lien search companies or Title companies. This has created overhead that companies soon with have to close their doors due to. Lien search companies front the cost, and once the Title company closes the deal, the Lien search company then gets paid.
Example: Hialeah prior to June 2018 $90.00 out of pocket for all paper work
Currently in April of 2019 $475.00 for the exact same product.
This is known as price gouging in the private sector.
But no one is governing the government.
Solution would be to notify State Gov. and have a statute put in place; So there is a ceiling on how much the City can charge.
