Currently the Holly Lake Ranch Association Board of Directors does not allow property owners to vote on changes to Bylaws, Rules and Regulations, and ACC rules. Also the HLRA board does not allow all property owners to vote in the annual HLRA board elections.
The HLRA board has a policy that if two or more people are co-owners of a lot at Holly Lake Ranch Texas only one of them is allowed to vote in board elections.
The deed restrictions clearly state that everyone who owns a lot at Holly Lake Ranch automatically becomes a member of the Holly Lake Ranch Association.
The State Law in Texas states in Texas Property Code 209 the following:
Sec. 209.0059. A RIGHT TO VOTE . (a) A provision in a dedicatory instrument that would disqualify a property owner from voting in a property owners ' association election of board members or on any matter concerning the rights or responsibilities of the owner is void.
