The Federal Tax Refund Offset Program for Child Support

This petition is to proose that the paying parent's retroactive chld support total be pro-rated for the first three years of their child support payments.  If the paying parent is making child support payments, the Federal Tax Refund Offset program should not be used for child support payments; as the paying parent needs the oppportunity to utilize thier money to support themselves. The refund might e used to otain the basic human needs of the paying parent and allow them the opportunity to pay down debts, pay co-pays for children on their insurance etc.
