Help the helpless ( mental health issues

I live in newort wash pend oreille county. We have very limited resources. In our small town. We need services treatment plans both behavorial aling with substance abuse ( used to cope whit issues of audio and verbal). Most are rejected from family due to lake of understanding and coping skills themselfs. So the mentally challaged are out on street cold hoomelees and hungry. Often beat on for being less fortunate. Jails answer is to keep locked up and of the street. We need funding and better plan of action. They are valuable to sociality and we need treatment plans to be followed thru. Please help me make changes and grants to make a better america for all. There not crimmals they have brain problems. Please help me make change
