Demanding that recycling will be collected for ALL businesses in Ontario

In Ontario recycling is only collected for businesses that have over 5,000 people and have a floor area of at least 10,000 square meters, this means that all the small, medium size businesses in Ontario are producing more waste then is necessary because recycling is not being collected. How come the government or the cities are not addressing such a critical requirement? I'm 12 years old and I see it how, come adults don't?
