Get handicapped children out of their life long cages.

For many years, even decades, Greece, amoungst other european countries has "cared for" children with learning disabilities, down syndrom or autism by housing them in cages the size of their bed. As the local politicians are incapable of correcting their problem they may appreciate some motivation from the Council of Europe.
