Preserve PGY2 moonlighting

GME's Policies and Procedures update from 4/26/18 indicates a change such that “moonlighters” are defined as “California‐licensed clinical fellows or resident
medical staff members in the PG‐3 level of training or above, who may serve as
staff physicians.”

We UCD psychiatry residents didn't know about this until Morgan's email 9/10/19. Many PGY-2's had already started moonlighting
