Permanently revoke Jeff Fortin's breeding license

Over 1,200 dogs were recently euthanized when an outbreak of distemper was tracked back to Jeff Fortin's breeding facility. This man has had previous violations resulting in fines back to 2006. The Kansas Animal Health Department has agreed to put him back in business in 6 months if he meets requirements.  His previous track record proves he is not capable of breeding responsibly.  More animals will suffer if Jeff Fortin is allowed to breed again.
