Expand the "insured" pool by forcing all government employees to share in the same insurance system as the general public.

Under the ACA costs of health insurance skyrocketed. Not enough "healthy" people participated. Now the so called "Republican" plan is attempting to solve the problems with ACA by promoting their own plan. If the many government employees, including Congress, shared in the cost it would have a large effect on cost simply by expanding the base. The answer to cost savings is government participation.
