CSEA should limit how long parent can hold medical bills and not give the to parent that pays child

Some custodial parents hold on to medical bills for years and years and want a lump some payment..... I think they should have to present them immediatly to non custodian parent! They should not be able to hold them for 6-12 years and expect payment!
